I take it we add three zeros (so Spain become 14,359,000)?

you know that micro chip in your passport, well combine that with the GPS chip

Are you suggesting all phones less than two years old have a secret GPS
receiver built in?

Nope.

And even if I did, the majority of them don't have a GPS chip in.

I would doubt that. You can triangulate the position of a phone based
on the base stations it's connected to, but that isn't quite as
accurate.

All phones that are less than 2 years old and which have the ability to work
in the US have a GPS chip in them.

I was at Lake Oswego Communications Center a few weeks back and had the system
demonstrated to me. A 911 call came in from a cell phone and a map opened up
on the dispatchers monitor and a green triangle came on the map. The green
triangle was the cell phone location accurate to within 5 feet, generated by
the GPS chip in the phone.

I asked only in the US then and was told no, any phone that can be used in the
US and is on a service which has a roaming agreement with a US cell phone
service has the GPS chip built in. They said any phone less than 2 years old
has the chip in.

The question was a bit tongue in cheek because I the UK was going along the
same road as well..

As I stated before, that can be done by triangulating the position
with base stations (though not to 5', mind you none of my 3 GPSes can
do it to 5' either).

I believe that is incorrect. Were it correct, GPS software would
likely be available for any such phone (if the feature's there, why
not use it and make money from it, after all?), and for mine (Motorola
RAZR) it is not.

Well I stood there and saw it. It pinpointed the location of a call
originating in Oregon City so as far as I'm concerned that was done. The green
triangle came up on the screen in the street the guy was in.

I can only repeat what I was told and the guy was demonstrating it on one of
the normal despatch consol at LO Com, so I have to assume he was reasonably
knowledgeable about it.

Even the cheapest PAYG phone sold in the UK will roam to the US, and I
simply don't believe they have GPS in.

This up-beat article only claims "1 in 4 by 2008":
