The DofT's handling of the distribution of documents relating to the
proposed expansion of Heathrow is nothing short of utter
incompentence, or a deliberate policy to make accessing them
difficult.
A minority in the Heathrow area received the Summary by post. However
this only contains the usual lies and deceits and a heavily loaded
(and incomprehensible questionaire). There are no maps in the Summary.
A majority of households in the near Heathrow area (South Hayes,
Longford, Cranford, etc., etc.) received nothing - to say nothing of
the boroughs to be affected by the new flights paths over West, North
and East London and bordering counties.
The FULL proposal document is hundreds of pages long. It does contain
numerous maps albeit misleading and missing many details - but it too
is unavailable, as are the very many technical supplements.
I have just tried to order a copy of the full proposal and technical
supplements online. I clicked on 'Order' and got the following

This is appalling and utter incompetence. About as useful as the DofT
Exhibitions - at which the staff haven't a clue about the expansion
proposals anyway.
I WOULD THEREFORE OPINE THAT THE DofT IS DELIBERATELY BLOCKING ACCESS
TO THE CONSULTATION DOCUMENTS. No Government Department can be so
incompetent - ah - but wait a minute hasn't another Department lost
numerous CDs with highly confidential and personal data of over 25
million UK residents?
And in case anyone suggests I can download and print the files - there
are literally tens of files and thousands of pages. No chance.
