If you're from the UK (as I suspect) try:

<a style='text-decoration: underline;' href="http://www.airline-network.co.uk/" target="_blank">http://www.airline-network.co.uk/</a>

We've used them for hire in Toronto before now, and have already booked
for Florida in December.

Another possibility (although their site looks less "professional" at
first glance) is...

<a style='text-decoration: underline;' href="http://www.cheap-car-rental.com/" target="_blank">http://www.cheap-car-rental.com/</a>

Although I had doubts from the look of the site, we received a pretty
prompt response with freephone contact numbers in case we had a problem
for both the UK and Canada IIRC, which surprised us (missus booked it).

To give you an idea of prices, 1-14th April with a downtown pickup /
drop-off in Edmonton gives...

ECAR Economy - Kia Rio £ 209.00
CCAR Compact - Dodge Neon £ 248.00
ICAR Intermediate - Dodge Stratus £ 281.00
FCAR Full Size - Dodge Intrepid £ 307.00
MVAR Dodge Caravan 7 pax Minivan £ 340.00

"Our rates INCLUDE CDW/LDW, a tank of fuel and first additional driver"

LDW=loss / damage waiver, CDW=collision damage waiver

These should cover you if anything happens to the car, but it *isn't*
liability insurance - not sure what the score is with that myself now
i've read up on it ! The odds are if you have annual travel insurance
you'll already have liability cover on that...

Thanks for that

Hadnt found eithe rof those sites and it is very comparable to what I have
been quoted. I wish my girlfriend to drive as she lives in edmonton (her and
son share a car and he needs it to get to work) so she will be driving but
the inclusion of a second drive at cheap car rentals sets this company in
front of everyone else<!-- ~MESSAGE_AFTER~ -->

Forgot to add - cheap-car-rental uses Thrifty, as did airline-network
when we were in Toronto...

<a style='text-decoration: underline;' href="http://www.airline-network.co.uk/" target="_blank">http://www.airline-network.co.uk/</a>

Also try Trailfinders (www.trailfinders.com)

I just booked a package deal through them that
included the flight with Air Canada and 3 weeks
car hire at a rather good rate.

My girlfriend is now actaully investigating wether to buy a cheap run around
and transfre her insurance on to it for the month and then sell it.

Other than that , we will probably fit the cra hire around her sons shifts.
he only needs the car to get to work so looks like we will wait until we
know his rotors. At the moment , it looks like we wont need a car for the
first 5 days as that is his week off.<!-- ~MESSAGE_AFTER~ -->

Probably not applicable to the OP's requirements since it
was for a business class return but for the record it
was around £2000 including 3 weeks rental of a full size
car with unlimited mileage

Booking direct with Air Canada would have cost around £2300
for the air fare alone.

I found booking direct with Air Canada for my flight was the better option.
My girlfriend had a horrendous journey home (36 hours from London Gatwick to
Edmonton) due late flights , connecting flights missed and no connecting
flights available. That was with Thomas Cook. In the pat , we have never had
a problem with AC. My fair was £528 return to edmonton<!-- ~MESSAGE_AFTER~ -->
