that's a rule that applies in English local govt, (ultra vires) it
would be unworkable for the highest level of govt, but I suppose in

And like most other constitutions. But it was the "frenzied
inactivity" that was in question. When was the last amendment, btw? I
don't know.

and the fact that some Americans here look to like tablets of stone
written by gods, rather than a good stab at the job by people without
the benefit of ultimate foresight.
