Sorry for the late reply. There are no organized events "on Bourbon St". But

Since Halloween is Sunday, I expect people will be dressed on Saturday as
well as Sunday. It really doesn't matter, you'll be appreciated in any case.
There's a goth convention and an Anne Rice fan convention (2 of them) here
then and they look costumed all the time.
I hope you have a good time here. There's plenty to do on Bourbon St and
elsewhere whether you have a costume or not.
