I've never heard of it. A search on <a style='text-decoration: underline;' href="http://www.google.com" target="_blank">www.google.com</a> comes up wiith no hits at
all. I am tempted to say that it doesn't exist. Perhaps you are thinking of
some other festival at some other space-time coordinates...
