1. First the extent of the damage will have to be evaluated which is
prb. 70 percent in ruins.
If the city has to be rebuilt to be at least the same as it was it
would take 20 years from my estimate. 300,000 homes at a rate of
rebuilding 10,000 homes a year would take 30 years. Even if society can
pull together and put in mobile homes at a rate of 15,000 mobile homes a
year it would still take about 20 to 30 years.
Restoring the basic of power, water, sewage, clearing out debri,
toxins from dead bodies, gas, oil, chemicals will take at least no less
than 2 years.
2. As i see it this will be the future of the evacuees. 70-80 percent
will stay in shelters for at least 3 months but no longer than 16
months. 70-75 percent when leaving the shelters will not move back to
New Orleans and will find a new home, shelter or whatever it takes
elsewhere. A small 20-25 percent will move around surrounding areas of
New Orleans or in high grounds in New Orleans. 0-7 percent will wait it
out and move back in the old neiborhood even if it takes years.
Residents of New Orleans will be wanting restitution not because of what
happened at the superdome but lack of Federal funding to build levels
that would be strong enough to withstand a catagory 5 hurricane. I can
see that there might be a anti-government civil war in the future for
the afican american perspective. Many will demand restitution will the
government dictates that their lives will be on hold in shelters until
their old homes can be rebuilt. So what future does New Orleans have? I
really don't see it being like it was. Probably a city of 10,000 people
ten years from now. Those who will be living in the city will be
restoring oil refineries and also working and suppling oil for the
united states. New Oreans Saints will move to another city prb. Baton
Rouge. New Orleans is known for its tourist attraction but the future is
not a poor city of african americans but a city with wide spread open
land in the suburbs, marti gras, hotels, and a section of the city with
very low income that will live in housing complexes.
Even if we can get 5,000 carpenters in the city to rebuild. At a rate
of 20 can build a house per month you still looking at 3,000 homes built
a year at that rate. At that rate it would still take a lifetime to
rebuild.
