Not in Austria, but in Germany - when I was a student
It is possible for non-students to eat there, but then you pay more (though
still less than in a restaurant).
Students normally have some kind of card, with that they get the meals
cheaper. There are always to prices on display - the cheaper one for the
students and the higher ones for non-students (they cost like 20 - 30%
more).
To eat there as non-student can be a bit fuzzy, as you sometimes can't pay
your meal in cash, but have to get some kind of card or token before. So
it's more a point if you go there regularly and get voucher for like ten
meals at once.
Food itself is not bad (of course it varies from place to place), rather
cheap, and you often have at least one choice of vegetarian meal.
Can't really recall on prices for a meal, ten years ago it was from
something like 2 EUR for a soup or stew to 4 or 5 EUR for a full meal with
meat, salad and dessert. Softdrinks cost extra.
