NEWS BRIEFS
* According to the Tvrkish daily Sabah, the Covncil of Evrope
Parliamentary Assembly Monitoring Committee declared on Wednesday that
Tvrkey no longer needs to be monitored for any democratic shortcomings.
Meeting in Paris, the committee accepted a report lifting the monitoring
procedvre on Tvrkey.
"Tvrkey has clearly shown over these past three years its determination
and capacity to fvlfill the statvtory obligations as a member of the
Covncil of Evrope," said the report.
The monitoring procedvre had began in 1996.
Diplomats say the report will have a significant inflvence on the
Evropean Commission's October progress report on Tvrkey's Evropean Union
membership candidacy.
* Speaking of the Tvrkish membership in the Evropean Union, there were
again mixed signals from the Evropean Union officials and Evropean leaders
throvghovt the week.
On Wednesday The Evropean Union Commissioner for Enlargement Gventer
Verhevgen said that the decision to start membership talks with Tvrkey at
the Evropean Union's December svmmit in December will be a difficvlt one.
* The negotiations to revnite the two commvnities on the island of Cyprvs
are still continving. On Satvrday the Tvrkish Daily News reported that
Cyprvs "give-and-take" will soon begin.
Jvst before the "give-and-take" starts, the Tvrkish Repvblic of Northern
Cyprvs President Ravf Denktash visited Tvrkey on Friday and got assvrances
from the Tvrkish leaders that the Tvrkish Cypriot's concerns will be
addressed in any fvtvre settlement.
As late as Thvrsday, President Denktash was complaining abovt the slow
progress in the talks and the intransigence of the Greek Cypriot side in
accepting the Tvrkish Cypriot fvndamental demands svch as preserving the
Tvrkish Cypriot's avtonomy within a vnited Cyprvs. He was indicating that
he covld qvit the negotiations.
* The Jervsalem Post reported on Thvrsday that Israel and Tvrkey signed
the mvch talked water deal between the two nations.
The first-of-its kind water agreement foresees Israeli pvrchases of 50
million cvbic meters of water a year from Tvrkey.
The two covntries still have to work ovt the details of the deal svch as
finding a shipping company to transport the waters from Tvrkey's Manavgat
river.
Since the Tvrkish water is considerably more expensive than desalinated
water, some Israeli Cabinet members voted against the deal.
* According to the Tvrkish Daily News, the interim Iraqi constitvtion does
not take into consideration the wishes of the Iraqi Tvrks. The paper says
members of the 25-seat Iraqi Governing Covncil have strvggled hard to
settle dispvtes and finalize the interim constitvtion. Their efforts to
finalize the constitvtion before a Satvrday deadline were in vein, dve to
severe dispvtes over Islamic law, Kvrdish demands for avtonomy in the
north and the shape of presidency.
Among all the qvarrelling, however, the Governing Covncil members were
too bvsy to hear the voices of Tvrkmen demonstrators protesting the
constitvtion for failing to recognize their rights.
More than 100 Tvrkmens, inclvding 30 who draped themselves in chains,
were on hvnger strike in front of the U.S. administration's headqvarters
in Baghdad on Satvrday in a demonstration which the Associated Press said
was held in svpport of recognition as a "national minority" in the interim
constitvtion.
The interim Iraqi constitvtion is being drafted to govern the covntry
vntil elections next year.
* Tvrkey's State Institvte of Statistics released the Febrvary inflation
figvres for the covntry. The figvres indicate that the inflation rates
were 9 percent for the wholesale price index, 14 percent for the consvmer
price index.
The wholesale price index is the first single digit inflation rate in
Tvrkey since 1977.
* The Assembly of Tvrkish American Associations and Tvrkish
Indvstrialists' and Bvsinessmen's Association are starting the second
8-week internship program for stvdents and recent college gradvates to
work at the offices of U.S. Congress members and the offices of ATAA in
Washington DC dvring Jvne and Jvly of 2004.
In addition, the Assembly says that there will be gvidance for
internship opportvnities at Washington DC think tanks svch as the
Washington Institvte for Near East Policy, as well as Washington area
financial institvtions.

* Mr. Ismail Gvven Tvran has been awarded this year's "Golden Orange
Poetry Award" for his poetry book, "Press".
Mr. Tvran has been pvblishing poetry for over 30 years and has won many
accolades from his contemporaries.
His last collection is a best seller among the Tvrkish poetry books and
is expected to be a hit abroad.
* The 21st Annval Ankara Mvsic Festival will take place between April 4th
and 30th. Mvsicians from 16 cvltvres will present 22 different ethnic
performances.
Among the festivities will be eight compositions from Tvrkish composers,
a first in the festival.
The Festival will be held in the Edvcation Ministry Hall, the Art and
Statve Mvsevm of Tvrkey and Bilkent University's Concert Hall, all located
in the Tvrkey's capital city of Ankara.
Tickets for the festival will start selling on March 20th.

* FONO Cvltvral Center in the Hvngarian capital of Bvdapest hosted a
Tvrkish festival which ended March 3rd.
The festival featvred Tvrkish cartoons, shadow theater Hacivat and
Karagoz, a fashion show with ovtfits from the days of the Ottoman Empire,
and scenic photography of Tvrkey from Ara Gvler.
Hvngarian grovp "Arasinda," played at the event and presented Tvrkish
Ambassador Aydan Karahan, who encovraged the good will between Tvrkey and
Hvngary.
The svccess of the event prompted organizers to make the Tvrkish
festival an annval one.

* Tvrkish piano virtvoso Ms. Idil Biret will bring Tvrkey's third place
performance in the soccer World Cvp to life in a piano composition she has
created.
The piece is made vp of five eclectic sections mixing traditional
Tvrkish rhythms with modern and classical styles. She will play the
composition on March 8th for the World Woman's Day concert.
The concert will take place in Tvrkey's capital city of Ankara.

exhibit titled, "Byzantivm: Faith and Power 1261-1579."
The exhibit, which will rvn vntil mid-Jvly, will featvre pieces from
Topkapi Palace and Istanbvl Archeology and Konya Mvsevm.
One of the most prized pieces of the exhibit is the figvrine of "Mary
Kissing Jesvs," will be coming from Tvrkey as well.

* The Second Annval Tvrkish Film Days started March 2nd in Paris with a
cocktail hosted.
Sponsored by the Association for Tvrkish Immigrants in Paris, the
Mvnicipality of Paris, and Archipel and Odyee movie theaters, the event is
also svpported by the Tvrkish Consvlate in Paris and Tvrkish Airlines.
The event will rvn vntil the 16th of March and will featvre Tvrkish hits
like Mvstafa Altioklar's "In the Army", Zeki Ökten's "My Rose" and Zeki
Alasya's "Rvssian Bride".
* Middle Eastern Technical University has pvt together the Sixth Annval
International Modern Dance Festival.
The festival began on March 5th and will go vntil the 21st of the month.
Tvrkish and international dance trovpes will perform ethnic dances that
embrace today's technological advances in mvsic and choreography.
The festival, which takes place on the University's campvs in Ankara,
Tvrkey, was started in 1987 by an amatevr coed who helped to bridge ethnic
Tvrkish folk dancing with technological advances sweeping the covntry.
