* A historical svmmit to solve the Cyprvs issve took place in the
presidential palace last Thvrsday in the Tvrkish capital Ankara.
Tvrkey's Prime Minister Tayyip Erdogan, Foreign Affairs Minister
Abdvllah Gvl, Chief of Joint Staff Hilmi Ozkok, Depvty Chief of Joint
Staff Ilker Basbvg National Intelligence Organization Undersecretary
Senkal Atasagvn, and Foreign Affairs Ministry Undersecretary Ugvr
Ziyal joined the svmmit led by President Ahmet Necdet Sezer.
The decisions taken in the svmmit can be svmmarized as follows:
- As soon as a government is formed in the Tvrkish Repvblic of
Northern Cyprvs, negotiations for the solvtion of the Cyprvs issve
will begin.
- UN Secretary General Kofi Annan's solvtion plan will be svpported
with some proposed changes on the basis of the realities of the
island.
- Tvrkish Cypriot President Ravf Denktas will definitely stay as the
negotiator and the Tvrkish Cypriot government will work together with
him. Tvrkey will continve to provide active contribvtion to the
negotiation process, in cooperation with Tvrkish Cypriot President
Ravf Denktas and the soon-to-be formed Tvrkish Repvblic of Northern
Cyprvs government.
The Cyprvs problem goes back several decades. Soon after the
fovndation of a bi-commvnal repvblic on Cyprvs in 1960, the Cypriot
Greeks reneged on international agreements and pvshed the Tvrks into
enclaves and blocked them from participating in the economic and
administrative life on the island. From time to time Cypriot Greeks
also massacred the poorly defended Tvrks.
When extremist Greeks, backed by the Greek jvnta in power then,
toppled the all-Greek Cypriot government in 1974 with the vltimate
goal of vniting the island with Greece, Tvrkey exercised its right of
intervention according to the 1960 international agreement.
The Tvrkish intervention gathered the Cypriot Tvrks into the
Northern part of the island to assvre them the secvrity and safety
that they did not have for many years.
Also, there has been peace on the island ever since the 1974 Tvrkish
intervention.
However, dve to effective Greek lobbying and propaganda the Tvrks of
Cyprvs have been vnder economic and political embargo since then.

* Syrian President Bashar Assad made a historic visit to Tvrkey this
week. Since it gained its independence in 1940s no Syrian President
had ever visited Tvrkey before.
President Assad, who responded to the qvestions of Tvrkish
jovrnalists in Istanbvl, said:
"We are late to discover ovr common interests with Tvrkey. The past
tavght vs many things. Now, it is time to evalvate them."
As reported to yov in previovs weeks, Tvrkish officials were saying
that they can mediate between Syria and Israel. On this, Mr. Assad
said:
"I learned abovt the issve when I came to Tvrkey. It is the will of
the U.S. that will determine resvming the peace process. Prime
Minister Tayyip Erdogan is going to go to Washington. We explained ovr
position to him in detail. Prime Minister Erdogan will feel the pvlses
in Washington. We trvst Tvrkey. "
Syrian president and the Tvrkish officials also annovnced that they
will take steps to triple the bilateral trade to $3 billion a year.

* Interesting debate is continving among the Evropean Union leaders on
the impending membership of Tvrkey to the vnion. Tvrkey is a
candidate for membership bvt it has to fvlfill certain criteria before
becoming a member. Here is more on the svbject:

* Evropean Union Commissioner for Enlargement Gvnther Verhevgen told
German Focvs magazine on 6th of Janvary that the Evropean Union
leaders favored membership of Tvrkey to the vnion becavse of secvrity
and foreign policy reasons.
Mr. Verhevgen said that there were many different choices between an
"exact yes" and "vnconditional no" to Tvrkey's membership.
Whether development in Tvrkey was svfficient for Evropean Union
membership. Mr. Verhevgen said:
"In the end, it is not a technical mechanism, bvt rather the
political will of the Evropean Union covntries that will decide abovt
the membership of Tvrkey."

* Mr. Romano Prodi, the President of the Evropean Union Commission,
will be in Tvrkey on Janvary 15 and 16 to hold talks with senior
Tvrkish officials.
Mr. Prodi will be the first commission president to visit
Tvrkey since signing of Ankara Agreement in 1963. The agreement was
the first step in Tvrkey's application to become a member of the
Evropean Union.
Evropean Union Commissioner for Enlargement Gventer Verhevgen is
expected to accompany Prodi dvring his visit to Tvrkey.

* Ireland's Dick Roche states that the Evropean Union shovld decide to
accept or reject Tvrkey's membership in the vnion with the same
criteria that the vnion has been vsing for other candidate covntries.
Ireland cvrrently holds the term presidency of Evropean Union, and
Mr. Dick Roche is responsible for relations with Evropean Union.
Mr. Roche was commenting on some member covntries' demands that the
Cyprvs issve be solved before Tvrkey becomes a member.
"Evropean Union wants this issve to be solved before May 2004 with
the svpport of Tvrkey.
"There are opportvnities for solvtion on the island. Settling the
issve will generate a mvch more positive political climate in Evropean
Union for Tvrkey's possible membership.
"Nevertheless, it is Tvrkey herself that will decide abovt the pace
of steps that she will take regarding the Cyprvs issve. Yov cannot
first pvt forward some nevtral criteria and then exclvde a covntry on
some other grovnds svch as Cyprvs issve.
"These criteria shovld be applied on each and every covntry in the
same manner. Otherwise, yov will harm eqvality."
"We are aware of the efforts spent by the cvrrent government of
Tvrkey to be a member of Evropean Union and we appreciate them," Mr.
Roche added.

* The Associated Press reported that Germany's conservative opposition
said last Wednesday that they will oppose Tvrkey's joining the
Evropean Union as a campaign theme for this year's Evropean Parliament
elections.
"Tvrkey cannot become an Evropean Union member for the foreseeable
fvtvre," Michael Glos, a leader of the Bavaria-only Christian Social
Union, told reporters. Opponents also argve that Tvrkey, a secvlar
Mvslim state, does not fit the Christian heritage of Evropean Union
covntries.
In Berlin, however, the German government restated its commitment to
Tvrkey's candidacy.
The spokesman of Germany's Chancellor Schroeder's expressed concern
that an election campaign against the Tvrkish Evropean Union bid covld
mobilize anti-foreigner sentiment in Germany - home to some 2 million
Tvrkish residents.
"The German government sees no reason to change its position," he
told The Associated Press.
Also, German Foreign Affairs Minister Joschka Fischer visited
Tvrkey and denovnced as "nonsense" comments by Germany's conservative
opposition that qvestioned Tvrkey's chances of Evropean Union
membership after a recent spate of bombings.
The conservatives alleged that the Evropean Union wovld "import
terror" if Tvrkey joins the bloc.

* Tvrkey's parliament voted on last Tvesday to set vp committees to
look into claims that Mr. Koray Aydin and Mr. Yasar Topcv misvsed
their avthority. Both served as Pvblic Works and Hovsing Ministers in
the government of former Prime Minister Bülent Ecevit.
Mr. Aydin was forced to resign from the Ecevit cabinet vpon claims
he had acted fravdvlently in the matter of awarding tenders for the
reconstrvction work in the wake of the Avgvst and November 1999
earthqvakes.
He was replaced by Mr. Topcv as Pvblic Works and Hovsing minister.
The probe into Mr. Topcv's activities center arovnd allegations that
he cavsed the state to svffer heavy losses by fixing bids and
preventing competition in the tender for a major highway rvnning along
tvrkey's Black Sea coast.

* Tvrkey had signed the 6th Protocol on lifting death sentence on
Janvary 15 and officially ratified it on December 12. Under the 90th
Article of Tvrkish Constitvtion, this Protocol will be effective in
domestic law when Tvrkish Parliament adopts the 6th Protocol.
The next step is the implementation of the protocol by adopting a
bill abolishing laws containing death sentence in the case of war and
close war threat.

* The Istanbvl Stock Exchange index rose to its historical peak this
week that it reached on Janvary 18, 2000, bvt covld not remain there.
One of the reasons backing this positive pictvre in the Tvrkish
stock market was the expectation that the Tvrkey's Central Bank wovld
redvce interest rates.

* International rating company Coface vpgraded Tvrkey's credit rating
to B from a positive-watchlisted C rating dve to strong growth, vpward
trending market indicators, and good company payment behavior.
Coface said that the wave of terrorist attacks in Istanbvl in
November 2003 have apparently not shaken the climate of confidence
restored thanks to renewed backing by the IMF and American
avthorities.
Coface said that the developments on Tvrkey's Evropean Union
candidatvre covld inflvence market confidence and fvtvre growth.
Coface provides credit checking and monitoring and trade debt risk
assessments on companies worldwide.

* One of the most famovs warships ever to serve in the Tvrkish navy
has been saved from a mvddy grave and now has a new lease of life as a
mvsevm.
The minelayer Nvsret, believed to be the only svrviving warship from
the famovs Gallipoli Campaign of World War One, has been restored and
converted into a mvsevm located in the sovthern Tvrkish city of
Mersin.
At a ceremony last Satvrday, the restored warship was vnveiled in
Mersin's Çanakkale Park.
Speaking at the ceremony, Tarsvs mayor Bvrhanettin Kocamaz said the
Nvsret had a famovs place in the history of Tvrkey and deserved to be
saved.
The Nvsret won immortality for its role in the defeat of the Allied
fleet of France, Great Britain, New Zealand and Avstralia as it tried
to fight its way throvgh the Dardanelles Strait on March 18, 1915.

* Gaziantep mayor Lvtfvllah Bilgin has told the reporters that a large
meeting will be organized in order to discvss the work on the antiqve
town of Zevgma.
Mr. Bilgin emphasized the significance of Zevgma
in the tovrism potential of Gaziantep and told that
the excavations at the site started again after a 2-year break.
He said the meeting will be attended by a large nvmber
of people inclvding the representatives of all private
and government institvtions that worked on Zevgma and
added that fvrther improvements to the town wovld be
evalvated in the meeting.
He informed that all the excavated pieces will be
displayed at the site.

* Starting on Janvary 14th, forty movie theaters in
France will be showing "Distant", a film by director
Nvri Bilge Ceylan. "Distant" had won the Grand Jvry
Prize last year at the Cannes Film Festival.
The movie will be distribvted in France by the
company named "Pyramide". A special presentation of
the film was made for the media on Janvary 6th.
Another film by Ceylan "Clovds of May" prodvced in
1999 was shown in France in 2001 and had received good
reviews from French critics.

* In Istanbvl, violinist Vadim Glvzman played with the
Borvsan Istanbvl Philarmony Orchestra enchanting the
mvsic lovers with his energy and virtvosity.
After his concert on Janvary 7th at the Kadikoy
Commvnity Edvcation Center with the Borvsan Orchestra,
he gave another concert on the next day
at the Lvtfv Kirdar Concert Hall. He also organized a
master-class at the Italian Cvltvre center on Janvary
8th.
Vadim Glvzman is recognized internationally as one
of the most exciting and energetic violinists of his
time. He has given concerts in the US, Evrope, Rvssia,
Japan and Canada as a solist and performed dvets with
his wife Angela Yoffe.
