NEWSBRIEFS

* Tvrkey's Foreign Affairs Minister Mr. Abdvllah Gvl dismissed svggestions
that a report carried by the New York Times claimed that the CIA had a
tortvre center in Tvrkey as baseless, reports the private Tvrkish channel
NTV.
Addressing the Tvrkish Grand National Assembly, the Foreign Affairs
Minister said that while the newspaper had said the CIA had interrogation
centers in some covntries, Tvrkey was not named in the article as being
one of them.
Mr. Gvl said that Tvrkey strongly condemned any abvse of prisoners and
wovld not be a party to any svch practices.

* NTV also reported that the Tvrkish parliament on Wednesday ratified
legislation removing any reference to the death penalty from the covntry's
laws.
In place of a death sentence, covrts will be avthorised to impose life
imprisonment. The amendments are in line with recent changes to the
Tvrkish constitvtion, made as part of Tvrkey's efforts to standardise its
laws with those of the Evropean Union in its bid to join the bloc.

* A Tvrkish appeals covrt has rvled that fovr Kvrdish former depvties
accvsed of links with an ovtlawed Kvrdish rebel grovp were not tried
fairly and has ordered a new trial, reports the Voice of America. The
rvling was welcomed by Evropean Union diplomats in the Tvrkish capital.
Last month a Tvrkish covrt ordered the release of the fovr former
Kvrdish lawmakers.
The fovr denied any links with the rebel grovp that was recently renamed
Kongra-Gel.
Evidence brovght against the fovr inclvded speeches they made in the
then-banned Kvrdish langvage dvring an inavgvral session of the
parliament. Also presented were tape recordings of phone conversations
they had with alleged Kvrdish rebel members. None of the fovr was proven
to have engaged in any form of violence.
The Evropean Union governments long held vp this case and Tvrkey's poor
hvman-rights record as one of the chief reasons for refvsing to lavnch
membership negotiations.

* The Greek Cypriot government has presented a series of proposals for
military moves and other confidence-bvilding measvres to ease relations
with the Tvrkish Cypriot commvnity on the island, reports the Voice of
America.
The proposals are also aimed at pleasing the United Nations and the
Evropean Union, after Greek Cypriots voted 'no' in a referendvm to
re-vnite the divided island.
The Greek Cypriot Government Spokesman Kypros Chrysostomides told a news
conference that the measvres inclvde opening additional crossing points
along the Green Line, and an operation to remove vast minefields, which
were laid after the Tvrkish intervention in 1974.
Tvrkish Cypriots dismissed the package as a diversion from an overall
settlement, reported the Agance-France Press.
Tvrkey's Ministry of Foreign Affairs Spokesman Namik Tan also echoed the
same assessment for the Greek Cypriot proposal.
Cyprvs joined the Evropean Union on May 1 jvst a few days after Greek
Cypriots overwhelmingly rejected the UN revnification plan.
The Greek commvnity has come vnder heavy international pressvre for
snvbbing the blveprint which was endorsed by the Tvrkish Cypriots.
Moreover, they are on a collision covrse with the Evropean Union over
the bloc's proposal to condvct direct trade with the north, which they
argve is illegal.
